Carlton brings to the Board extensive experience in Public Private Partnerships with universities and governments. Formerly Director of Land Development and Real Estate for the University of Hawaii, Carlton also served on the private side for Castle and Cook Developers in Hawaii. Carlton was instrumental in executing the University of Hawaii's first housing dedicated exclusively to faculty and staff, helping alleviate a longstanding problem in recruiting and retaining teachers due to high housing costs in Hawaii. Carlton holds a Bachelors in Business Adminstration from Boise State University.
Recognized as an expert in P3 housing throughout the U.S. and Canada, Jared has work with cities and universities to build more than $3B in housing for students, educators, and employees. Before moving to private development as Managing Director of Public Private Partnerships for Greystar, Jared spent his career in higher education, managing profit centers over $400 million annually, and overseeing financial and real estate operations including treasury and financial reporting, risk management, capital planning, and real estate transactions. Jared is an active member of the Association of University Real Estate Officials (AUREO) and has contributed significantly to various boards and committees aimed at fostering community development and education. Jared holds a Master of Business Administration from Boise State University and a Bachelor of Science in Business with a focus on Supply Chain Management from Arizona State University.
Willie is a seasoned K-12 public school human resources administrator. Currently serving as Chief Human Resources Officer for Pflugerville ISD in Austin, Texas, Willie brings a host of knowledge and experience to the educational HR arena over the last 25 years. Willie has served on multiple boards and in many organizations, including as former President of the Texas Association of School Personnel Administrators (TASPA). Willie speaks nationally and regionally on staff recruitment and retention and staff climate and culture, and serves as a mentor to various HR administrators across the country. Willie has a Bachelors in Public Administration and a Teachers Certificate from Stephen F. Austin State University, and a Masters in Public Administration and Human Resource Management from the University of North Texas.
Working in Finance his entire 20 year career, Jeff Banka is Treasurer & Assistant Vice President (AVP) for University Financial Services for Boise State University, where he holds a pivotal role in managing the financial health and operations of the university. Jeff oversees critical University functions such as cash management, effectively investing to meet operational needs and maximize returns. He manages the university's debt portfolio to ensure responsible borrowing and compliance with financial regulations. Jeff is an industry leader in strategic financial planning, as well as risk management and legal compliance. Jeff has a Bachelors in Business Administration, Financing, and Marketing from the University of Montana, and holds a CPA.
Catherine specializes in strategically supporting non-profits and municipalities in securing funding through grants, federal programs, and strategic partnerships. She is adept at acquiring grants and other forms of non-dilutive funding for green energy, infrastructure, and workforce development projects. Catherine is especially skilled at raising funds for green energy and solar power, and has a passion for supporting economic development initiatives in distressed urban and rural areas. Catherine holds a PhD in English/American Studies from Boston College, an MA in English from University of Rhode Island, and a BA in Comparative Literature from New York University.
